Competences of AP Vojvodina in the field of economy and economic development

Сажетак: Суштинско обележје територијалних аутономија представља поседовање законодавне власти у материјалном смислу. Иако се правни положај територијалних аутономија које постоје у европским државама разликује, првенствено у погледу природе и обима надлежности, могуће је идентификовати и извесне заједничке одреднице. Једна од њих јесте поседовање надлежности у области економског развоја, као функције која је подобна за децентрализовано вршење, али у оквиру јединственог економског система унутар државе. С тим у вези, централно питање представља дистрибуција надлежности између државног нивоа и децентрализованих јединица. АП Војводина поседује две врсте надлежности – изворне и поверене, које су подвргнуте различитом правном режиму. Устав Србије гарантује значајне надлежности покрајини у области привреде и планирања развоја, које су прецизно утврђене законом. У овом раду су анализирани обим, природа и остваривање тих надлежности, те њихов утицај на децентрализовано управљање економским развојем.
Summary: Summary: The crutial feature of territorial autonomy is holding of legislative power in the material sense. In despite of dissimilarities that exist in different European countries in the field of the legal status of territorial autonomy, primarily in regard to the nature and scope of jurisdiction, it is possible to identify certain common denominators. One of them is to have jurisdiction in the area of economic development, as a function that is similar to be decentralized. In this regard, the central issue is the distribution of responsibilities between the state level and the decentralized units. AP Vojvodina has two kinds of jurisdiction - the original and delegated, which are subjected to different legal regimes. Serbian constitution guarantees significant authorities of the province in the field of economy and development planning, which are precisely defined by law. This work analyze the scope, nature and implementation of such jurisdiction, and their impact on the decentralized management of economic development.
