Резиме: Овим истраживањем аутори обједињују два аспекта, правни и економски, са циљем утврђивања утицаја правних новела на спровођење реформе управљања јавним финансијама. Квалитативном и квантитативном анализом дефинисане су препоруке за побољшање постојеће легислативе као и изражена потреба континуираног праћења ефеката постојећих законских решења током свеобухватних правних и економских реформи које су усмерене ка остварењу избалансираног и одрживог буџета, смањења нивоа јавног дуга, јачања финансијског управљања и контроле и унапређења процеса екстерне контроле јавних финансија. Анализом економских емпиријских података прибављених од релевантних државних институција уз анализу важеће легислативе дају одговор о утицају на квалитет и брзину спровођења реформе јавних финансија.

Summary: With this research, the authors combine two aspects, legal and economic, with the aim of determining the impact of legal amendments on the implementation of public finance management reform. Qualitative and quantitative analysis defined recommendations for improving existing legislation, as well as the expressed need for continuous monitoring of the effects of existing legal solutions during comprehensive legal and economic reforms aimed at achieving a balanced and sustainable budget, reducing the level of public debt, strengthening financial management and control, and improving processes external control of public finances. Through the analysis of economic and empirical data obtained from the relevant state institutions, together with the analysis of the current legislation, they provide an answer on the impact on the quality and speed of the implementation of the public finance reform.
