Uloga privrednih subjekata u međunarodnim mehanizmima energetske bezbednosti
The role of business entities in international energy security mechanisms

Abstract: Modern aspects of business and economic character are practically impossible without internationalization in the broadest sense. In recent years, energy security represents one of the key issues of the modern international order, which can no longer be seen exclusively as the domain of the state and its security policy. The processes of internationalization of the energy market, technological development and the growing interdependence of national economies have led to the significant involvement of economic entities in the mechanisms of ensuring stable and safe energy supply. In this context, energy companies, infrastructure operators and other market actors become indispensable factors of international energy security. The subject of this paper is a review of the roles of economic entities in international mechanisms of energy sustainability, with an indication of their security responsibilities and cooperation with state and international institutions. The goal of the work is to point out the transformation of the traditional understanding of energy security, in which the state was the central actor, towards a modern model based on the cooperation of the public and private sectors at the international level. The paper will present the results of a survey conducted among fourth-year students of the Faculty of Law for Economy and Justice, with the aim of examining their views on the role of economic entities in international mechanisms of energy security and cooperation between the state and the economy. The analysis of the obtained data will provide insight into the perception of future law graduates and "decision makers" about security challenges in the energy sector, as well as their understanding of the importance of public-private cooperation and technological development for the stability and security of energy systems.
Kratak sadržaj: Savremeni aspekti poslovnog i privrednog karaktera praktično su nemogući bez internacionalizacije u najširem smislu posmatrano. Poslednjih godina, energetska bezbednost predstavlja jedno od ključnih pitanja savremenog međunarodnog poretka, koje se više ne može posmatrati isključivo kao domen države i njene bezbednosne politike. Procesi internacionalizacije tržišta energije, tehnološki razvoj i rastuća međuzavisnost nacionalnih ekonomija doveli su do značajnog uključivanja privrednih subjekata u mehanizme obezbeđivanja stabilnog i sigurnog snabdevanja energijom. U tom kontekstu, energetske kompanije, operatori infrastrukture i drugi tržišni akteri postaju nezaobilazni činioci međunarodne energetske bezbednosti. Predmet ovog rada jeste osvrt na uloge privrednih subjekata u međunarodnim mehanizmima energetske održivosti, sa ukazivanjem na njihove bezbednosne odgovornosti i saradnju sa državnim i međunarodnim institucijama. Cilj rada je da se ukaže na transformaciju tradicionalnog shvatanja energetske bezbednosti, u kojem je država bila centralni akter, ka savremenom modelu zasnovanom na saradnji javnog i privatnog sektora na međunarodnom nivou. U okviru rada biće prikazani rezultati anketnog istraživanja sprovedenog među studentima četvrte godine Pravnog fakulteta za privredu i pravosuđe, sa ciljem ispitivanja njihovih stavova o ulozi privrednih subjekata u međunarodnim mehanizmima energetske bezbednosti i saradnji države i privrede. Analiza dobijenih podataka omogućiće uvid u percepciju budućih diplomiranih pravnika i ,,decision maker-a” o bezbednosnim izazovima u energetskom sektoru, kao i u njihovom shvatanju značaja javno-privatne saradnje i tehnološkog razvoja za stabilnost i sigurnost energetskih sistema.
