Тема структуре аутокефалне Српске цркве на основу поде- ла на епархије у раздобљу владавине краља Стефана Уроша II Милутина разматра се у контексту црквених канона као регулатива јерархијског устројства. До тематског фокуса доспева се кроз процесе устројавања почев од структуралних припрема у раздобљу Светог Саве и Св. Симеона Немање и, потом, преко организационе структуре Српске цркве у раздо- бљу владавине краља Милутина сагледава се потоњи развој, за који се чини да је системски и пажљиво, сукцесивно усмераван кроз државотворну делатност Немањића. Истовремено, са аспекта црквене терминологије тежи се разлучивању појмова град, земља и област у контексту компара- тивне анализе државно‒административне и црквене ораганизације у наведеном раздобљу и уочавању мере у којој је црквено устројство следило географску одређеност и државно‒политичку поделу. Осетљиво питање статуса епископских јединица разматра се на основу писаних исто- ријских извора, пре свих – Даниловог зборника као и међуцрквених односа, веома често условљених политичким и државним променама. Анализи- рани елементи црквене реорганизације у време Милутинове владавине указују на постепени прелазак на митриополијско црквено устројство, како у складу са државно-политичким статусом тако и са саборским канонима и правилима, који се тичу овог осетљивог питања

The very complex and sensitive issue of church organization at the local level, with the assumption of its full independence (autocephaly), is discussed in this paper, on the example of the Serbian Church during the reign of King Stefan Uroš II Milutin. This was preceded by the organizational activities of Saint Sava and Simeon Nemanja, starting with the transfer of some Athos models to the structure of the Serbian Church, such as the dignity of the archimandrite; then – the founding of the Studenica monastery as an archimandria (1206), which reflects tendencies towards autocephaly, and previously – the elevation of Saint Sava to the rank of archimandrite (1204), whereby this dignity, like that of an abbot, was equated with that of an archpriest-episcopalian in written sources, especially Domentian’s Life of Saint Sava. The foundation of the church system was the compilation of the Nomokanon (1217), which defined spiritual and canonical jurisdictions. Following the apostolic tradition and the canons of the Councils, with aspirations towards good order, church territoriality followed the state-administrative division. For this reason, it was necessary to investigate the true meaning of the geopolitical determinants – city, parish, region and country, which dominated in the aforementioned period. According to the conclusions of Siniša Mišić, region represented the administrative area of the parish and was governed according to the meaning of the Latin term potestas (power, authority), which is evident from Danilo's description of King Milutin as "the shepherd of the wise sheep of his entire region". The country, on the other hand, represented a rounded geographical entity and in a spiritual sense represented a parallel to the church term - diocese, i.e. metropolitanate in relation to the city as the seat of state-administrative and church authority. This term, on the other hand, was sometimes used colloquially, denoting a specific area. By conquering the Byzantine regions, King Milutin created conditions for the territorial expansion of the autocephalous Serbian Church, but at the expense of the Ohrid Archbishopric. Thus, the cities and metropolitanates - Prizren, Skopje, Niš and Lipljan - as well as the northern regions with the metropolitanates of Belgrade and Braničevo came under his authority. Since the latter represented ancient metropolitanates and had functioned as such since the 6th century, there was a need to unify the church structure on the system of metropolitanates and regional dioceses that already existed in the Byzantine world.
