ThesouthernSerbianprovinceofKosovoandMetohijahasbeenliving in a state of emergency for decades. The security level in Kosovo and Metohija is very low,andpeopleliveinpermanentfear,bothfortheirownlivesandthelivesoftheirloved ones, as well as for the safety of private property, the preservation of jobs, the possibility of education and professional guidance for children, the possibility of health and social protectionandothersegmentsofeverydaylife. Thegoalofthisresearchistopointout all the present and potential security risks that exist and may exist in the territory of the southernSerbianprovinceofKosovoandMetohija,topointouttheirlegalandpolitical backgroundandtotrytoshedlightontheeventualpossibilityofresolvingcrisissituations. Inthepaperitself,theauthoruseshistorical,analyticalandcomparativemethods,with a conclusion that confirms the initial hypothesis that the Serbian and other minorities in Kosovo and Metohija do not live in safe living conditions.

Јужна српска покрајина Косово и Метохија већ деценијама живи у ванредном стању. Безбедносни ниво на Косову и Метохији је врло низак, те људи живеуперманентномстраху,какозавластитиживотиживотесвојихближњих,тако и за сигурност приватне имовине, очување радних места, могућност школовања и професионалног усмерења деце, могућност здравствене и социјалне заштите и дру- гихсегменатасвакодневногживота.Циљовогистраживањаједасеукаженасвепри- сутне и потенцијалне безбедносне ризике који постоје и могу постојати на простору јужнесрпскепокрајинеКосоваиМетохије,дасеукаженањиховуправнуиполитич- ку позадину и да се покуша осветлити евентуална могућност разрешавања кризних ситуација. У самом раду, аутор користи историјске, аналитичке и компаративне ме- тоде,сазакључкомкојипотврђујеполазишнухипотезудасрпскаидругемањинена Косову и Метохији не живе у безбедним условима живота.
