Economic aspects of protection of the environment in southeastern states of Europe

Sažetak: Zaštita i unapređenje životne sredine je značajan globalni problem savremenog društva koji zahteva pronalaženje načina za racionalno korišćenje prirodnih resursa. Stoga se danas odnos prema životnoj sredini nameće kao imperativ, jer zagađenost i zaštita životne sredine dugi niz godina predstavljaju jedan od najrelevantnijih problema čovečanstva koji je izuzetno aktuelan i u žiži interesovanja svetske javnosti. Kako bi bila podstaknuta aktivna zaštita životne sredine, pored pravnih normi i standarda, neophodni su i ekonomski instrumenti koji se koriste u zaštiti životne sredine i koji treba da obezbede sredstva za finansiranje zaštite životne sredine. Međutim postavljaju se pitanja u kojoj meri su ekonomski instrumenti, odnosno sistemi finansiranja zaštite životne sredine primereni stepenu zagađenja i stanja životne sredine, od kojih parametara zavisi ulaganje, a i odnos prema zaštiti životne sredine, da li je su skladu sa normativnim rešenjima i da li zavisi od stepena razvijenosti države? Odgovori na postavljena pitanja biće predmet proučavanja u okviru rada sa posebnim fokusom na stanje u državama Jugoistočne Evrope.
Summary: Protection and improvement of the environment is significant global problem of modern society that requires seeking ways for rational use of natural resources. Therefore, today’s attitude towards protection of the environment is imperative because pollution and protection of the environment are for the long time one of the most relevant problems of modern society. Both pollution and protection of the environment are significantly in world’s public focus of interest. In order to instigate active protection of the environment, alongside legal norms and standards, economic instruments that are used in protection of the environment and that need to provide funding for protection of the environment are also necessary. However, question is how much economic instruments, ie financial systems, of the protection of the environment are suitable for degree of pollution and condition of the environment, which parameters are crucial for the investment and attitude towards protection of the environment, are those parameters in accordance with normative solutions and are they depending of degree of state’s development? Answers to those questions are going to be study subjects of this paper with special focus towards states of Southeastern Europe.
