Two decades of e-government portal development
Две деценије развоја портала е-управа

Сажетак: Аутори у раду истражују развој портала Е-управа као и издавање, слање, пријем, обраду, чување, садржину и елементе електронских докумената, у трансакцијама између субјеката јавног приватног сектора и друга питања која су од значаја за боље функционисање јавних сервиса Републике Србије. Развој Е-Управе није циљ сам за себе, већ је у функцији општијих економских и друштвено-политичких циљева. У раду се дефинишу учесници у функционисању портала Е-управа као субјекти јавног или приватног сектора, физичка лица и др. Програм развоја електронске управе у Републици Србији је примарано фокусиран на убрзано развијање основних елемената инфомационо комуникационих тегнологија како би својим деловањем убрзало оствариње основних циљева и активности које је неопходно предузети како би се убрзао развој и усавршавање сервиса Е Управе. Под електронском управом, подразумева се примена информационо комуникационих технологија. Е-Управom се омогућава корисницима ефикаснији и ефективнији рад са јавним органима управе у функцији смањења административних трошкова и терета. Стратегија се заснива на убрзаном развоју информационог друштва и активној реформи државне управе (Службени гласник РС, бр. 87/06). Једна од ставки које су кључна област програма реформе државне управе јесте област увођења ИКТ како би се олакшало и убрзало добијање жељених информација путем интернета.
Summary: In the paper, the authors investigate the development of the E governance portal as well as the issuance, sending, receiving, processing, storage, content and elements of electronic documents, in transactions between public and private sector entities and other issues that are important for the better functioning of the public services of the Republic of Serbia. The development of E-Government is not a goal in itself, but is a function of more general economic and socio-political goals. The paper defines the participants in the functioning of the E-governance portal as subjects of the public or private sector, natural persons, etc. The electronic administration development program in the Republic of Serbia is primarily focused on the accelerated development of the basic elements of information and communication technologies in order to speed up the achievement of the basic goals and activities that must be undertaken in order to accelerate the development and improvement of the E-Government service. Under electronic administration, it is understood the application of information and communication technologies. E-Government enables users to work more efficiently and effectively with public administration bodies in order to reduce administrative costs and burdens. The strategy is based on the accelerated development of the information society and active reform of the state administration (Official Gazette of RS, no. 87/06). One of the key areas of the state administration reform program is the introduction of ICT in order to facilitate and speed up obtaining the desired information via the Internet.
