Summary: Definition which defines human security as well as the need to protect the vital core of all human lives in ways that enhance human freedoms and human fulfillment in general actually represents the essence of earthly life and existence in a very complex civilization terms. Bearing in mind that, in terms of distribution and dynamic threats and threats to human security, and a comprehensive assessment of the uncertainty at the global level, to prevent the emergence of threats to security as an important human activity, must effectively direct the focus of attention to the current and new security threats in the interest of the wellbeing of individuals and communities. At the same time intelligence and security services as an indispensable security holders, through their actions tend to affect the daily lives of people who are potentially in danger, their survival, life and dignity, which is ultimately reflected in the level of human development, governance and the rule of law in In many ways turbulent modern society faced with a number of contradictions and difficulties.

Сажетак: Дефиниција која одређује људску безбедност као потребу заштите виталне сржи свих људских живота, на начине који унапређују људску слободу и уопште људско остварење, заправо представља суштину овоземаљског живота и егзи- стенције у веома комплексним цивилизацијским условима. Имајући у виду чињеницу, у погледу распрострањености и динамичности угрожавања и претњи људској безбедности, те процена свеобухватне несигурности на глобалном нивоу, превенција појава угрожавања безбедности као значајна људска делатност, мора делотворно усмеравати фокус пажње ка текућим и новим претњама безбедности, у интересу добробити поје- динаца и заједница. Истовремено обавештајне и безбедносне службе као неизоставни носиоци функција безбедности, кроз своје активности имају тенденцију да свакоднев- но утичу на животе људи који су потенцијално угрожени, на њихов опстанак, живот и достојанство, што се напослетку одражава на степен хуманог развоја, управљања и владавине права, у по много чему турбулентном савременом друштву, суоченом са бројним противуречностима и потешкоћама.
