Summary: The position and role of the head of state are crucial for determin- ing whether a system of government can be determined as a parliamentary or semi- presidential one. In the five states of the former Yugoslavia, the established systems of government, although in principle parliamentary, contain a mixture of elements of these two systems. In addition to direct election, which is common to all these five states, proximity to one or the other system is determined by the scope and content of the powers of the head of state, and his position in relation to parliament and gov- ernment. In that respect, analyzed systems postion themselfs in different places be- tween those two systems. However, constitutional solutions in countries that go be- yond the parliamentary system, yet do not reach the semi-presidential system, do not always correspond to the real role of the head of state, which is especially contrib- uted by his (non) party character, numerous political factors, and areas of shared competencies and powers.

Сажетак: Положај и улога шефа државе пресудно одређују да ли се је- дан систем власти може одредити парламентарним или полупредседничким. У пет држава бивше Југославије конституционализовани системи власти, иако начелно парламентарни, садрже мешавину елемената ових система. Поред непосредног избора, који је заједнички за све, близину једном или другом од- ређује обим и садржај надлежности шефа државе, те његов положај у односу на парламент и владу. У том погледу анализирани системи се налазе на раз- личитим местом између њих. Ипак, уставна решења у државама које превази- лазе парламентарни, а не достижу полупредседнички систем, не одговарају увек стварној улози шефа државе, чему посебно доприноси његов (не)страначки карактер, бројни политички фактори, а поред тога и области подељених надлежности.
