Резиме: У уводном делу истакнут је значај улоге људских ресурса у образовном систему Републике Србије са акцентом на функционисању у току ванредног стања које је проглашено 15. марта 2020. на територији читаве Србије, ради сузбијања пандемије вируса корона. Анализиран је план рада и реализација образовно- васпитних активности у отежаним условима. Закључено је да би темељније бављење људским ресурсима у образовању резултирало јаснијим дефинисањем наставничких компетенција, што би омогућило оптималнију реализацију образовног процеса у периодима изненадних промена.

Abstract: The introduction points to the importance of adequate human resources in education within the context of Republic of Serbia, with the emphasis on its response to the nation-wide state of emergency put in place on March 15th 2020 in order to control the spread of covid-19. The study analysed how work plans for educational activities were developed and implemented during this challenging period. In conclusion, a thorough consideration of the role of human resources in educational system points to the need for a better defined teaching competency framework, which would enable better response of educational system in situations with rapidly changing external circumstances.
